SHEBOYGAN FALLS, Wis. (WFRV) – More details have emerged surrounding Wednesday’s shooting incident in Sheboygan Falls that left a Canadian tourist dead and a Wisconsin man arrested.
According to a criminal complaint obtained by Local Five, police from the Sheboygan Falls Police Department responded at 12:08 a.m. on September 24 for reports of shots fired in the 600 block of Monroe Street.

Upon arrival, police found 32-year-old Giovanni “Mike” Robinson with a single gunshot wound to his chest and pronounced him dead at the scene following unsuccessful life-saving measures.
Multiple witnesses known to the victim reported to police that they were from out of state on a golf trip for a father-son event and were out celebrating the victim’s hole-in-one earlier in the day.
The witnesses all stated that they had traveled from their hotel in an Uber out to a local tavern where they were drinking and playing pool.
In the criminal complaint, it is reported that the witnesses, along with the victim, made contact with a Hispanic man in a black SUV, offering to pay for a ride back to their hotel after failing to find another Uber. The witnesses said there was a dispute over the amount of money to be paid, but that the incident was not hostile, and the four men ultimately decided to just attempt to walk back to the hotel.
While walking and after turning onto Monroe Street, one of the witnesses told police they saw what they claimed was the same black SUV turn around, slow down, and fire at the victim before speeding off from the scene.
The suspect was later identified as 35-year-old Luis Cruz-Burgos, who was arrested by police on Friday for first-degree reckless homicide following a search warrant executed on the 2300 block of Kroos Court in Sheboygan.
According to the criminal complaint, Cruz-Burgos spoke with officers from the Sheboygan Falls Police Department and stated he was out delivering food at the time of the incident. He told police that he noticed four white men who appeared to be drunk attempting to stop cars looking for rides.
Cruz-Burgos said one of the men made contact with him about driving them to their hotel and reported that there was no argument over money in exchange for a ride. He claimed the men were calling him “stupid” during the failed attempt to get him to drive them back to the hotel, with one of them appearing to flip him off as he drove away.
The complaint reports that Cruz-Burgos admitted to making a U-turn and driving past the group in his black SUV, with everything appearing to be fine as he drove by. He also stated that he did not see any other vehicles and did not see anyone shoot a firearm.

Police say the suspect also claimed not to have a gun, stating that he no longer possessed any firearms due to a court order from Florida following a domestic incident in 2019.
At this time, court records show Cruz-Burgos is currently scheduled to make his initial appearance in court on Monday, September 29, at 1:30 p.m.
